Charles A. Attal III was promoted to Senior Vice President, General Counsel and Chief Legal Officer for TECO Energy Inc. in February 2009. Before that, he had held the positions of Vice President, General Counsel and Chief Legal Officer since July 1, 2007. In his current position, Mr. Attal is responsible for the legal affairs and state and federal governmental affairs of the TECO group of companies. Aside from his management responsibilities, Mr. Attal performs legal work in the areas of general corporate, mergers and acquisitions, project development and finance and general commercial matters.

Mr. Attal joined TECO Energy as Vice President and Deputy General Counsel on September 17, 2001, to manage the day-to-day legal affairs of the TECO Energy Legal Department, including all of the litigation for the TECO group of companies. In addition, he has handled a myriad of significant transactions in the independent power sector, including the sale of TECO Power Services’ merchant facilities as TECO Power Services exited that sector. He also negotiated and supervised the establishment of over 100 bilateral trading master agreements for gas, power and derivatives and the related credit support.

Immediately prior to joining TECO Energy, Mr. Attal was Of Counsel to the Atlanta-based law firm of Troutman Sanders LLP from May 2000 until August 2001. While at Troutman, Mr. Attal focused his practice on Project Finance and Development in the energy industry, as well as Energy Marketing and Trading and Derivatives.

Mr. Attal spent the first 15 years of his legal career in various positions at Mobil Oil Corp. at its headquarters in New York City, and then, in Fairfax, Virginia; Singapore; London; and Hong Kong, where he was a Director and General Counsel of Mobil Oil Hong Kong. While at Mobil, Mr. Attal handled significant transactions in the United States, Singapore, Malaysia, Thailand, England, Austria, France, Spain, Gibraltar, Germany, Hungary, Poland, the Czech Republic, Denmark, Cyprus, Turkey, Hong Kong, Macau, Taiwan and the Peoples Republic of China.

Mr. Attal received his J.D. in 1985 from the University of South Carolina, where he was an Articles Editor for the South Carolina Law Review, a member of the Order of the Coif and a member of the Wig and Robe. Mr. Attal was awarded an Eagleton Fellowship by the Eagleton Institute of Politics at Rutgers University and received his Master of Arts in Political Science from Rutgers University in 1982. He received his Bachelor of Arts in Political Science and in Philosophy in 1981 from the University of South Carolina, where he was a member of Phi Beta Kappa.

Mr. Attal is admitted to practice law in New York and in Georgia and is an Authorized in House Counsel in Florida. He also has been admitted to practice before the United States District Courts for the Southern and Eastern Districts of New York and for the Northern District of Georgia. Mr. Attal has served on the Board of Trustees of the Lowry Park Zoological Society.
